Personal Watercraft-where to find kit?

In 1960's either Mech Illustrated or Popular Mechanics had a build your own boat-watercraft where you stood on a platform powered by an outboard motor and shot across the water.

Where can I find plans to build this Craft?

I couldn’t see anything quite what you are looking for on the ‘Svenson’s site.

If it was in “Popular Science” or “Popular Mechanics” both them still being published and both, naturally enough, have their own websites where you can subscribe and where the entire run of back issues can be viewed.

Or you could check through the back issues on line at Google Books.
