Bending D-fir gunwhales

I am attempting to bend 1x2 x14' D-fir for the gunwales on a wooden boat I am building.

The bend is ~3' over a 7' length.

I tried the dry wood and sensed it would probably split and break.

I tried steam bending a sample to no avail even though I soaked it in water for 2 days and steamed it for 2 1/2 hours in a steam box. (I know steaming conifers is not recommended but I have to try something)

I know D-fir is commonly used in boat building and many builders successfully bend it for chine logs, whalers, etc.

Would be grateful if some of you could give me some tips on ways you have successfully bent D-fir when constructing a wooden boat.
