14’ 1956 Chris Craft, side rail how should it be attached?

Side rail

Side rail

Removing the old side rail most of the screws went between the top deck/skin 1/4” plywood and the side of the hull.

See photo, is this correct?

I would think it would screw into the top of the hull structure for strength.

Screws

The orientation and placement of screws can depend on several factors such as the design, material, and purpose of the structure.

While intuitively it may seem that screwing into the top of the hull structure would provide more strength, the original designers might have had other considerations.

For instance, it might be that screwing between the deck and the hull side provides enough strength and stability for the purpose of the side rail.

This method might also minimize potential damage or weakening of the hull structure that could occur if screws were driven directly into it.

Another consideration could be aesthetics: screws placed this way might be less visible.
