Triple Cockpit Chris-Craft with Black Stripes

The problem; the sides of the Chris-Craft were the edges of the board met each other has black stripes showing between the side boards.
This looks like the black stripes were painted on the side of the boat, between the edges of the side boards.
It looks like a black stripe was painted to point out were the edges met!!!
You can rub your hand along the side and feel were the plank met--a break in varnish!!!
My thought is that there is rot starting....
What is going on here?????
How can I fix this???
