rudders bottom wood brackets

(lagoon city ontario Canada)
This is pacemaker and planks okay but above which is rudder brackets.
Bottom part of it need to be replace.
Do I need to remove outside planks or do it from inside.
I do need a very good experienced people who knows what to do.
I need who can guide me to take this job.
I am not experienced on ship building.
Any help is highly appreciated.
